2025年6月12日，越南政府根据第 03/NQ-CP 号决议、第 57-NQ/TW 号决议、第 71/NQ-CP 号决议和第 57-NQ/TW 号，以及科学技术部的第 47/TTr-BKHCN 号报告和第 55/TTr-BKHCN 号报告，发布了《关于公布战略技术和战略技术产品清单的决定》（编号：1131/QD-TTg）。

越南《关于公布战略技术和战略技术产品清单的决定》（编号：1131/QD-TTg）包含了一份 11 个战略技术组和 35 个战略技术产品的新名单。

1、人工智能 （AI）、数字孪生（Digital Twins）和虚拟现实/增强现实 （VR/AR）：

（1） 越南语大型语言模型 （Vietnamese Large Language Models、LLM），

（2） 虚拟助手（Virtual Assistants），

（3） 特定领域的人工智能（Domain-Specific Artificial Intelligence），

（4） 分析人工智能（Analytical Artificial Intelligence），

（5） 数字孪生（Digital Twins），

（6） 元宇宙（the Metaverse）。

2、云计算（Cloud Computing）、量子计算（Quantum Computing）和大数据（Big Data）：

（1） 云计算服务（Cloud Computing Services），

（2） 量子计算和量子通信服务（Quantum Computing and Quantum Communication Services），

（3） 大型数据中心（Large-Scale Data Centers）。

3、区块链技术（Blockchain Technology）：

（1） 数字资产（Digital Assets）、数字货币（Digital Currency）和加密货币（Cryptocurrency），

（2） 区块链网络基础设施（Blockchain Network Infrastructure），

（3） 可追溯性系统（Traceability Systems）。

4、下一代移动网络 （Next-Generation Mobile Networks、5G/6G）：

（1） 基于 ORAN 标准的 5G/6G 无线接入网络 （RAN） 设备和解决方案（5G/6G Radio Access Network (RAN) Equipment and Solutions based on ORAN Standards），

（2） 5G/6G 核心网设备及解决方案（5G/6G Core Network Equipment and Solutions），

（3） 高速 IP 传输设备及解决方案（High-Speed IP Transmission Equipment and Solutions）。

5、机器人与自动化（Robotics and Automation）：

（1） 自主移动机器人（Autonomous Mobile Robots），

（2） 工业机器人（Industrial Robots），

（3） 农林水产品的先进加工系统和生产线（Advanced Processing Systems and Production Lines for Agro-Forestry-Aquatic Products），

（4） 收获后保存和质量监测系统（Post-Harvest Preservation and Quality Monitoring Systems）。

6、半导体芯片技术（Semiconductor Chip Technology）：

该组包括一个产品类别，即专用芯片（namely Application-Specific Chips）、人工智能芯片（AI Chips）和物联网芯片（IoT Chips）。

7、先进生物医学技术（Advanced Biomedical Technology）：

（1） 下一代疫苗（Next-Generation Vaccines），

（2） 用于医疗保健和农业的基因疗法（Gene Therapies (including Gene Editing) for Healthcare and Agriculture），

（3） 细胞疗法，如干细胞和免疫细胞（Cell Therapies such as Stem Cells and Immune Cells）。

8、先进能源和材料（Advanced Energy and Materials）：

（1） 小型、安全的核反应堆（Small, Safe Nuclear Reactors），

（2） 锂离子电池、固态电池、燃料电池和电解槽（Lithium-Ion Batteries, Solid-State Batteries, Fuel Cells, and Electrolyzers），

（3） 先进材料（Advanced Materials）。

9、稀土、海洋和地下（Rare Earth, Ocean, and Subsurface）：

（1） 用于评估稀土元素储量、开采、加工、提取和精炼的系统、设备和技术解决方案（Systems, Equipment, and Technological Solutions for Assessing Reserves, Mining, Processing, Extraction, and Refining of Rare Earth Elements），

（2） 智能地质勘探系统及解决方案（Smart Geological Exploration Systems and Solutions），

（3） 深海勘探和开发的技术设备和解决方案（Technological Equipment and Solutions for Deep-Sea Exploration and Exploitation），

（4） 海上能源开采的系统、设备和技术解决方案（Systems, Equipment, and Technological Solutions for Offshore Energy Extraction）。

10、网络安全（Cybersecurity）：

（1） 防火墙解决方案和入侵检测和预防系统（Firewall Solutions and Intrusion Detection and Prevention Systems），

（2） 关键基础设施和国家数据库的安全解决方案（Security Solutions for Critical Infrastructure and National Databases）。

11、航空航天（Aerospace）：

（1） 遥感和低轨电信卫星（Remote Sensing and Low-orbit Telecommunications Satellites），

（2） 地面站和卫星控制系统（Remote Sensing and Low-orbit Telecommunications Satellites），

（3） 无人机 （Unmanned Aerial Vehicles、UAV）。

据 Aodok.com 了解，越南政府总理于 2022 年 5 月 11 日发布了第 569/QD-TTg 号决定，批准了越南《到2030 年科学、技术和创新发展战略》。

根据越南的《到2030 年科学、技术和创新发展战略》，越南选择了 11 个战略技术组，包括数字技术、机械工程和自动化、材料技术、生物技术、环境技术、可再生能源和新能源技术、空间和航空航天技术、海洋和海洋技术、 制药技术、农业技术（农业技术）以及核和辐射技术。

在《关于公布战略技术和战略技术产品清单的决定》（编号：1131/QD-TTg）发布后，越南政府指示将 2025 年国家预算的至少 3%，用于科学、技术、创新和数字化转型，并在在未来五年内将越南 GDP 的 2% 用于研发。
